Background
Specialist IT consultancy, Monad Solutions Ltd (Monad) was approached by an independently managed organisation that acts as a central point of information for further education, to establish an in-house rule writing service, The Rules Service, responsible for Oracle Policy Automation (OPA) solutions.
The organisation, funded by a Government department, manages, collects, transforms and disseminates all further education data; the Organisation is also responsive to changing data needs.
Challenge
The organisation began using OPA some two years ago, recognising the value of equipping non-technical staff with the capability and confidence to write business rules away from the usual technical and lengthy deployment constraints offered via the traditional coding route.
As a result, a number of business activities were targeted to be implemented in OPA including funding calculations and derived variable calculations. In addition, major databases were targeted for use of OPA.
It became clear that a greater level of control and centralisation of skills and capabilities was necessary if OPA was to be exploited fully.
Solution
Monad worked closely with the organisation to establish and launch The Rules Service. In addition, Monad provided comprehensive training in advanced OPA use, testing and a support function responsibilities.
The Rules Service was responsible for successfully implementing the new technology and analysis methodology; organising previously fragmented consumers; enabling closer liaison with business users where there had been a divide between the policy makers and system implementers – and building awareness and understanding of the huge benefits of OPA.
